I use Maxmind's proxy detection service to block people from joining my sites through US based anonymous proxy servers, which is the way most scammers operate.  I block all non-US IP addresses using Maxmind's GeoIP module for Apache.  This leaves me with visitors that I know are only from the US.  Over 95% of  the world's population can not reach my site.... unless of course, they move to the US.
