for my opinion on Dolphin U the menu for phones / tablet should only appear when have small resolutions as phones / tablet as is done on wordpress or joomla and on all responsive template has no sense see them using a desktop device.

It's not easy to make a decision about this. If you were to opt for a desktop version for menus, in any case, it would be interesting to set the maximum number of items to display, or the maximum width of the menu's container.
