How we are change the position (body) of the site from LTR to RTL?
And how we get the License for D7?

D7 is not released as a stable, or even close to stable product yet. Licenses currently being issued state they are for D 6.1.5 & 6.1.6, not sure if one will work on 7 or not, maybe someone else can chime in on that.
If your asking to go RTL text on D7 then you'll need to start looking at that code as right now those of us working on D7 are working on more main stream parts and bugs that it has to eliminate them. Maybe someone might have a quick idea for you on that. But if I'm correct, your also looking to make the messengers and chat go RTL instead of LTR and that will be in the flash files.
