When you have a profile type that doesn't allow any chat at all, the people under that profile don't see the simple chat options or the video chat opions.
When you have a profile that allows all types of chat, and they look at a profile that isn't allowed to chat, the simple chat option does not displaly. HOwever the invite to video chat icon does display (but the restricted account won't recieve any ability to chat). This should be changed where the invite to video chat icon is also not displayed in the same manner the simple chat line is removed.
