You can just go to Admin -> Settings -> Advanced Settings and look for:

New Gallery Feature for Profile Photos

Just enable it (by place a checkmark in the box) then click the "Save Changes" button at the bottom.  Do not click the "Save" Button, you want the "Save Changes" Button.
