I found out today that I must tax users if they are selling items without leaving my site. Which is okay with me, but how would I go about preventing them from entering their paypal account info for payment of their goods under my site.
Basically, they would need to direct everything to their site and away from my site to sell each item.
Any ideas?

Why would YOU have to tax anyone? Sellers are responsible for collecting sales taxes, and buyers are responsible for paying them. Texas State Comptroller
Texas taxes certain sales on the internet. Advertising in not taxable here so if my members purchase an extended membership, which would allow them to make use of the advertising it is non taxable in the state of Texas.
Now if these members are allowed to sale their items specifically from my site instead of the item directing them to another page off of my site, then I would have to apply taxes to the membership fees.
I'm doing my homework....

Bull. You must have talked to an idiot at the Texas Comptrollers office.... I know from personal experience that they have a lot of them. YOU are not the seller. You are only providing the venue. If what you say were true, the owners of shopping malls would have to pay sales taxes on behalf of all the individual stores. Does that make sense? I would challenge you or the state Comptroller's office to cite the relevant section of the Texas commerce code. As for the rest that are tuning in.... I'm not about to argue with someone at the comptrollers office that is guiding me on ways to avoid charging taxes and as all well know, it doesn't matter what anyone thinks. We are governed by our own states laws. Ignorance and disbelief are no excuse.
Now, can anyone help me in avoiding having to charge taxes by making sure that members can not use the paypal on my site to collect payments for their goods?
