This reinstall, was it a true reinstall and you didnt change the url? as far as i know, the licenses should not be a problem if you have done a fresh install on the same domain, and are using the same version of dolphin that you have the licenses for. If there is some problem with your license, you can try to write Lyubov, and ask her to release the license numbers from the domain, and once that is done, they should be able to bind once more.
