Photo's not visible for standard members?

Can someone give my advice about uploading and viewing photo's when you are a standard member.

When i Upload as a administrator it works grreat.

When i log in as a standard member i don't see the photo's after uploading.

When i log in in as a administrator afterwards i can see them.

The settings actions of a standard member are sufficient , i think.

Please someone help me out

typically i can see them when i go to the profilepage of the testaccount so it works with a way around.

Next thing is to set a picture as a avatar , that doesn't work
