Permalinks need mod_rewrite engine on. if your host does not have mod_rewrite module installed, then you are having these problems because the permalinks are dependant on mod_rewrite. if you rewrite engine is on, and you have confirmed that with your ISP, then please check the htaccess file that should have uploaded with your dolphin package. if you open up your htaccess in your favorite editor, you should see all of the source for the rewrite engine to follow the rules that you have set. if you do not see all the source, as some ftp clients do not upload htaccess, and you have to force it, and some hosting providers do not allow uploads of htaccess via ftp unless you force it. please check your htaccess and check to ensure you have mod_rewrite engine running on your server.
