Page blocks and html

Hi.  I have 7.1 installed.  My problem is that when I am adding a new page block it does not show the html menu like here so I can change styles, add pics, center, etc... Can you help me fix that? Thanks

It should be there by default. May be you had some errors during installation.

Also do you have any JavaScript error messages on the page?
