Operational issue with Avatars

When D7 is set for no profile moderation, the first thing the member sees when they log on is the page where they set their avatar.   When it is set with profile moderation, however, the first log in goes to the general control panel.  Users must select the avatar tab and then "activate" this avatar (they don't use the word "activate" though).   I think this will cause confusion, as I don't think most users will find it.  I know I didn't at first, and thought something was wrong with my photo system.   I think that when a new user first logs in, the picture they uploaded should be preapproved - or they should be first taken to the Avatar page like unmoderated sites.   Is this an issue for anyone else here?   Do others experience it the same way?

UPDATE:  Ok, I may have jumped the gun a bit on this post.  I can see now that if set for profile moderation is set, the admin can activate the avatar.   It will be a bit taxing on admin though as admin will have to keep looking in the photo admin to see if there are photos to moderate - still exploring this.

Related question.  How do I get rid of those cartoon character "Site Avatars".   I don't want those on my site.   On the page builder for avatars, the block for "choose avatars" could be removed, but if you did that you would also remove the "My avatars" block - for some reason they have been combined.
