Nobody can see anyone's profile. Suggestions?

Hi.  I noticed a serious problem with my site that nobody can view anyone else's profile.  Indeed, the only profile that anyone can see if mine, admin.  I'm not entirely sure why.  If you click on any profile, it goes to a blank member.php screen.  Yes, I replaced the member.php file, did nothing.

On top of that, I'm getting over 200-300 new members a day, a great majority of them are spammers as they never complete their profiles.  I have my site set that they must verify at least their email.

I went into my cpanel to repair the database, but that was not the problem.  

Next I'm ready to use oDesk or post a job here.

For spam control, implement this.

Start with the first one, then the second, it is a file changer so most don't opt for that.

 Hi Newton.  Are you saying there is a switch somewhere that I can turn on/off so that everyone can have visibility of each other's profile?  Where should I start looking?  As it is now, the Admin profile is the only profile others can view.  My helper, 'moderator1' who has a completed profile cannot even see other's profiles.  Thank you!

 Well the site was, has been, working okay until about 3 weeks ago.  And previous to that, I was hacked, perhaps by a weak sub-admin account password that I removed.  The hacker largely just deleted 1/2 of my content.

I'm very unhappy with my current Boonex web host, as they removed the Backup Wizard from my Cpanel.  I'm paying them over $400 a year and I have to ask for a backup.  Many other issues too, but I'm stuck there I guess.

check your membership settings!!

 I have changed my membership settings, but nothing that I select seems to work.  If I select for 'everyone' to see and 'public' to contact then I can send a chat message, but the profile says, "

Limited Visibility
Information availability is limited by member privacy."
 
If I change simple messenger settings to everyone I get the response that, "The recipient's privacy settings don't allow you to send messages."
 
If I change the the profile privacy to members or public I can now see the profile, but the actions block is gone.

 from what I understand all the settings like this and membership settings have been checked without any success ...

I have feeling their DB's are damaged in some way and that's why core settings and options not working.

 Unfortunately starting fresh for me isn't really a good option.  I've done a lot of customizing and organizing of the layouts.  Is there a file that pertains to the privacy settings that I can just restore?
