New Site Hosting

For my dolphin site, I recently changed hosting companies.  I attempted to do the uploading myself, but I hit a wall.

 

1.  Purchased the package

2.  Changed DNS of my site to aim at the new hosting company

3.  Uploaded site files to public_html directory

 

Now this is where I get off track.

 

New Hosting Cpanel (via myphpadmin)

 

4.  Creating new DB

5.  Imported contents from old DB (from old hosting company) into the new DB I just created

6.  Changed root directory in header.inc file  (root directory is home/username/public_html/ - is this right format?)

 

Is this correct so far?  If not, what needs to be changed?  It's been almost 24 hrs and my site is still down.  Help.
