New Block in Page Builder

Does anyone know how to create a New Block in the Page Builders?  This is not a new page - I've done that via the Languages. But what I would like to do is create another block to insert some customized info in, much like the member login block shows content for member login form.  I see no "new item" or "html block" in the inactive blocks.

Any advice?

Open you phpmyadmin and insert a row for that page.

Okay, I can do that - but which table, for example, is for the Index page?  I don't see an Index, Default, or Home table in my phpadmin?
