Navigation menu items won't stick

It seems like when I get one thing working, something else breaks :-(

Right now, when I try to move a menu item, nothing happens - it just snaps back to its original position.  I can remove an item to the inactive area, but then I get that "can't evaluate menu cache  .. sys_m" error message.  I have all my cache settings turned off because otherwise the page builder doesn't work.  I tried turning the all the cache settings back on (and emptying the cache directories) but it didn't seem to have any effect.  Even it it had, the page builder then no longer works. Anyone have a clue on this one?   Files I should try replacing, or anything like that?

This is really getting to be a mess.  I have been playing around with the cache settings to see if I can get this to work, and noticed that almost no matter what new files appear in the cache directory almost immediately- which I can normally delete without consequence.  The last time, however, it kicked me out of the admin section on my next click and I haven't been able to log back in - and still don't know of a admin password recovery for D7, if there is one.   Might be academic if I can't figure out this cache thing.  Does anyone know if it is possible to run D7 with all cache settings off?  As I mentioned, almost everything works when I do - except the navigation menu.   Which cache does that need - javascript?  images?    This was my "show stopper" with the Alpha also.  My hosting company wrote me this note about it, which I don't believe has ever been resolved.

-----

The reason for this issue is that the files in the /cache_public
folder have wrong permissions, i.e. 600 instead of 644.
-
I have chmod'd the files in that folder to 644. Now the website
www.mysite.com loads correctly. But when you go to the
new page on your community site it will generate new .css and .js
files and put them into /cache_public with wrong permissions.

This issue has not been solved completely:(
It will appear when you visit new pages on your community site.
Please contact Boonex tech to find out what script should be edited
so it uploads files into /cache_public with 644 permissions.

The menu builder looks like it has not been fully implemented yet.  I can't call this a bug if they're not done working on it.  May as well just kick back and see what the next beta brings.

Its a little bit confusing, but I have made a new menu item, and had to get the NEW-ITEM almost on top of screen before I got it on top of the menu place. This is the same if you move a menu item to a another location.

This is a bug in the code. I used Firefox for this. Opera was not working at all

Updated:
have reported it with screenshot.

Thanks for your help guys - and the information that this particular thing might not be my set-up.   I want to try killerhai's technique, and just move the items closer to the top, but as I mentioned I have now somehow locked myself out of my system by deleting the cache.

Has anyone come up with a procedure for recovering the admin password yet?  It will be different now (I think) since admin is now a regular user.  I tried going to an MD5 password generator site and pasting that into the profile table password field for admin, but it didn't work.  Any ideas on this one - I'm getting sick of these bleeping installs.

update: I'm creating a new thread for the password issue, since that will surely come up again and I want people to be able to search on it.   Please keep comments here on just the navigation menu or cache issues.
