That's because this item would take several hours and  a lot of research to make happen.  If it was just a slight tweak then it would be posted here already, your not the first or second to think about this.  Check expertzzz, they may have a mod that will help you out with it or you can post a jobs request and somebody may choose to take it on.

I am desperate to get an answer to this question!

I have set up a moderator in D7 (using "membership levels").  I have given the moderator permission to approve photos.  HOWEVER, although this is an option in the membership levels, the actual access to the newly uploaded (not yet approved) photos seems to be in the admin panel!

There is no way to do this easily, and we cannot help you with a solution. Dolphin 6.1 had moderator support, but this was removed in Dolphin 7.0, and I do not know when it will return. If you need moderator support, and cannot wait for who knows how long, you can file a job request in the Market. But do not expect a cheap offer, though, as something such as this is not a small undertaking.

You can use Deanos Tools to make any member an admin.  But anyone with admin privledges has access to your back end.  I don't believe there is a way to give an admin the ability to only access, say, the video approval section.  if that is what you are looking for, as Magnussoft said, you'll probably have to wait a long time for Boonex to implement it.

Still, as happens often, often there are work-arounds for things that can do somewhat the thing you want.  And if you are looking for an admin to help you with moderation from the front end, say to delete from the site items you don't want, then you can create that membership level and include all the actions you are willing to permit such a moderator.  Your choices will be limited to those provided to you as back end admin, but they're fairly comprehensive.

The difference between the above cases is access vs permissions.  Limiting moderation permissions is possible, limiting moderation access doesn't appear to be.  Hope that helps.

Someday, Someway.
