Moderate classifieds

Sorry if this is a dumb question. Can I set up members to use everything, but not ad classifieds. Then charge a small fee, and then upgrade them to Promotion level, and they can then add  a classifed ad?

Sure create a special MEMBERSHIP TYPE in Admin --> Settings --> Membership Levels

Ensure that this PAYING Membership has the ability to use CLASSIFIEDS in the MEMBERSHIP ACTIONS menu which can be reached by selecting the MEMBERSHIP TYPE.
