Missing "Create a Forum" link from Manage Forums

New site owner here. For some reason, we can no longer create/add a forum to the Forum Index from the front-end. Only the "Create a new topic" link is there. For now, our workaround was to insert the new forums into the database. Does anyone know how we can add the "Create a forum" link back? Thanks in advance.

Did anyone change the membership settings in admin panel to create new forums ?

Hi @dolphin_jay! We can access the Manage Forums page but there's no "Create a Forum" link. Yes, I think someone recently did change the membership settings; I'll go check now.
