is this module already integrated with the module "Matrix"?

 Not yet. But if you're going to purchase the modules and need them to be integrated then we will make it. 

This is very useful for international community.

I am sure will buy it if my site have enough users international. It need some time.

Is it possible to set regional discount for special period of time?

 It doesn't have such settings out of the box but an admin can set this manually by setting a discount at a certain date and then removing it at the end of that period of time. 

Most of the time, Festival is the reason for offering discount.

Different country have different festivals. 

It is necessary to set the discount period in advance. 

Christmas, Chinese New year, Halloween
