Massmailer not sending

Hi all, I have an issue with my massmailer, my environment is based on Windows server 2016, I have 8 emails in the massmailer Queue, I emptied it and created  a new massmail, all other email notification work. Any clue ?

Mass mailer depends from the running of periodic/cron.php file which executes time-scheduled commands. So you need to check this manual:
