Language problems

How can enable the dolphin to display the text with special characters like "ç" and "á ê õ" etc?

 

Usually enable the utf-8 in the html is the solution, but still could not solve the problem. I do not know what file change.

You need to upload a complete language file via phpMyAdmin to do this.  Do not overwrite/change the current one as it will just change back when you hit compile language or do anything else that compiles the language.
