Junior Admin for 6.1.6

Looking for a way to pull off a trick that many of us have wanted to do before.  In this instance, it's a must have and I know it can be done, the question is how, so here it goes.

Need to set up Junior Admin for Dolphin 6.1.6 that will have powers that are controlled through the Admin Menu builder (We can do this, it's possible to give moderators more powers through the Admin Menu Builder, so why not another level of Admin)  Can't use Moderators for this, as that is being taken up on a different level here.  Yeah, doing something really original here guys.

So, I know we will need a new directory for this, similiar to Moderators & Affiliates, an if logged check for junior admin type command for the admin/index.php (only this will be yoursite.com/jradmin/index.php instead of yoursite.com/admin/index.php url's and the command would do a check to see if logged for jradmin) 

Anyone want to help with this item, it will solve a lot of issues if we can figure it all out.  And yeah, I know, create all new fields/tables in phpMyAdmin too...

There is a page/item visibility access mod somewhere which allows you to limit membership actions by menu item or block visibility based upon membership level.  This might be useful for what you want to do, since the code has already been done.  Maybe making a modification to it which gives you the ability to limit access (via visibility) to different levels of admins which you set up.  An additional admin table "AdminLevel"  to hold the admin membership level and a "level" field in the "Admins" table.  Then you just check or uncheck those items or actions you want a particular level of Admin to have access to in the admin menu and in the blocks.  Anton or one of the other expertzz created the mod I'm referring to which might be worth taking a look at.
