This would be a great item to work out. Let's take it up a notch though, is it possible to run UTF-8 & Shift-jiis on the same site/server system?  We're working on adding a large number of languages into Dolphin with Japanese & Mandarin Chinese on our list and would love to have this full functionality for these languages while not generating issues with the Latin Character lanagues such as English/Spanish/French/Italian also.

I'm thinking this is going to be a fun one.

can i use this function in php.ini?

output_buffering = Off
default_charset = Shift_JIS
mbstring.language = Japanese
mbstring.encoding_translation = On
mbstring.http_input = auto
mbstring.http_output = Shift_JIS
mbstring.internal_encoding = Shift_JIS
mbstring.substitute_character = none

Or it is not necessary change in the php.ini only change the function in the dolphin folder?? english and japanse is not the problem..it is the german language ( Ä, Ö, Ü, ä, ö, ü ). Can make the japanese with the german language (both)?

Well, you have to take into mind that the Dolphin files call for UTF-8 encoding in them and the DB is set for UTF-8, that means you would have to replicate the entire DB into shift-jis and cause it to write it in duplicate every time it creates a profile, blog, article and so on and so forth.
