Is there a simple "Links" module?

I would like the users to be able to post and manage links.

it should have a "working? - yes -no" and  "percent successful" buttons next to each line of each link so users can vote on wether the link is still working.  This makes it easier for me to take out broken links.

Does anyone know of a module like that?

Well, "Sites" comes close to what you are asking for - but it has its share of issues as well.
