Instructions for 7.0.8 don't seem to exist

The followind text is found in the readme.txt file provided with the 7.0.8 upgrade:

The problem is that the file "Install.txt" was not provided with the 7.0.8 upgrade and the link directs you to a page that doesn't seem to exist.

Those are the instructions for installing Dolphin though ... the url for upgrade is:

I was trying to help someone out with their upgrade earlier and they told me they couldn't find any instructions.
