Installation and that darn ffmpeg.exe!

I'm using 1and1.com for hosting.  I've got a VPS Windows server.  I can't install Dolphin because it keeps getting stuck on the error:

Next files have inappropriate permissions:
ray/modules/global/app/ffmpeg.exe;

It does NOT say anything else about safemode (I've ruled that out).  Also, I've removed the ffmpeg.exe file on the server as well with no luck.  I've installed the Windows version of the ffmpeg with no luck.  I've changed permissions on it and everything.  No luck.  What do I do!?

WELL --> Have you given ffmpeg.exe 'FULL CONTROL' permissions. In UNIX this is RWE=777 When I review WINDOWs they still like 'check boxes' so your looking for 'FULL CONTROL' permissions for ffmpeg.exe. If you have the file set to this PERMISSION and are still getting the error...

let me know.?!

server config may not allow for 777 perms, might need to write a support ticket to your hosting company, and it may be that you need to run 755 on the perms for ffmpeg.exe, the other thing you can consider is loading up the ffmpeg for linux/unix.

also,

if you can SSH into the server, and CHMOD from there, then maybe the app wont give you so much crap.

I've set the permissions to full and now I get this error:

CGI Error

The specified CGI application misbehaved by not returning a complete set of HTTP headers.

Any ideas?

YEP --> it is HOW your PHP Environment is setUP. Using FAST CGI..? Which is probably why your PERMISSION issue won't fix as it is a SYSTEM WIDE preference not a direct Dolphin permission setting. You WILL need to contact your HOST to corect and modify your VPS environment to support DOLPHIN.
