Incorrect Input Data - Membership Upgrade

Hi All,

I updated my PayPal info and set up the Payment Settings with my new info, token id etc. When I log in as a user, I keep getting the error message "Incorrect Input Data"... what does this mean and how can I fix it? I have members that want to upgrade, but it is not letting them.
