ISPconnecting to Boonex without authorization

How would a website owner know if his ISP server is connecting to Boonex.com without authorization? Any idea?

I had a problem registering my license and was adviced to go to

I asked my ISP and they said it was connecting to Boonex.com without authorization and allow_url_fopen is On. I delete my license on the admin panel and logout and when I log in again I was prompted to register my license which I have not prompted before. I input my license code, clear my cache and restart my browser. I waited for a day now when I check my licenses area on my unity account, the domain is not yet registered.

Any help or direction would be much appreciated.

It does not need authorization to register the license and it shouldn't take over a minute at most.

Just tried one and was registered by the time I refreshed the license page.

If it does NOT register the license it will stay on the RED "not registered" box.

If it DOES register the license it will login to the admin dashboard.

Which does it do?
