Encountered two problems:
In one case I entered the IP of a spammer and banned their account. That person was able to become a new member with a different username FROM THE SAME BLOCKED IP.
In another case I entered the IP of a spammer and it saved as 0.0.0.0
Any solutions?

I have tried the IP Blacklist and it rarely saves the IP range I put in deny. Only thing it posts is 0.0.0.0 and I am running 7.0.5

I could not reproduce your the issue, all values appeared as entered without any bad changes.
However I've found other problems: http://www.boonex.com/trac/dolphin/ticket/2435
I suggest you to try again - make sure that you've entered IP range correctly, without any spaces or other non valid signs, valid signs are only numbers and dots.
the range is 180.190.128.0 - 180.190.191.255
Another range is 61.154.0.0 - 61.154.255.255

Ok, I have used Deanos Tools and getting the IP addresses of profiles, and will copy/paste into the IP Blacklist. They always come up with 0.0.0.0 on all IP addresses where the first octet is >100. Lower IP addresses wrok fine, but this is driving me nuts.
Here is the kicker.... it is not working on 7.0.3, 7.0.4, and 7.0.5.
I dare someone at Boonex to log into my account and show me that I am wrong. After looking into this, if it does not work, take down the module until it does work and is tested.
Frustrated.

There is a problem with IPs bigger than 127.X.X.X on 32bit systems.

Also if you are using ip blocking feature make sure that "IP List Type" (in Advanced Settings -> Security) is set to 1, by default it is 0 - disabled.

How about if someone takes a database of the integer values of all countries' ip assignments and incorporate it into a mod or base install of Boonex? It is updated monthly. It can be done more easily using anti spam tools:
Turn on "Enable DNS Block Lists" option in Dolphin Admin Panel -> Settings -> Advanced Settings -> Security (You may also enable "Total block all spam content" option).
Then activate "cn.countries.nerd.dk." rule in Dolphin Admin Panel -> Tools -> Antispam Tools -> DNS Blocklist.
Please not than "cn" in the rule is China, to block or whitelist other country replace "cn" with any other country code.
