I am convinced that the hardest thing on earth to understand is dolphin cache

For me, it's why people voted for Obama.

From my understanding:

cache is a storage of frequently accessed data so that it may be retrieved quickly. This is intended to make loading web content faster by pulling from cache instead of actually querying database tables everytime a page is accessed.

In dolphin, the most common form of cached data are files in the cache, and public_cache folders. Which is why after making changes it is recommended that you clear your cache, or that you turn off all caching while developing your site (I personally have to clear cache after making any database changes using phpmyadmin). Dolphin has the info stored in a file that will be loaded instead of the changed content.

In each block, there is a cache field. 0 being no caching. If content in that block will not change frequently, then you can set this at a number higher than 0. As for an example, let's say you have an html block on your homepage with a welcome message in it. This will probably not change frequently, so in that block, you can set the cache at 86400 (one day, i believe). Which means this will be cached (with new changes) once each day.

Seems most voters didn't like the alternative.  Or that's how it appeared from north of the 49th parallel in both 2008 and 2012.  But then I'm new to U.S. politics... I only started following it when Sarah Palin became part of John McCain's campaign and a ripple effect spread through various news related media to discuss who she was.

Back in 2008, the incredible stupidity of American voters was showcased, when they attributed quotes like this one to Sarah Palin.
