How to integrate HTML code in all pages?

I need to put small HTML code in all pages.

How to do this?

I took templates/index.html and put the code there, but it didn't work. What do I need to do?

What part of the pages do you want it to appear in? 

it is counter

HTML code to gather statistics of user's activity

the drop it in templates/tmpl_{tmpl}/_footer.html file

I heard some of them are not secure, so you can be hacked (I heard it about Yahoo)

Maybe Google is a good one ?
