How change the time zone of Dolphin

I wonder how I can change the time zone of Dolphin
I would put the French time zone
+1:00 and +2:00 daylight saving
Can you help me

Hello use the search tab, there have many of topics with discussion of time zones

If I understand the problem of time zone should be set to version 7.1
it would though   each member can choose his own time zone when registering
and the administrator can choose the default time zone
