How can a member switch from mebership level?

Can anyone help me please , i have created 2 types of meberships , one free and one payed.

The free one is with less options ofcourse . How can a free member upgrade to pay within the community?

You need to install default Dolphin's Membership module via admin panel -> modules -> Add & Manage.
In this case your  users will see My Membership subitem in My Account menu. My Membership page allows your members to see current level and purchase new one.
