Any member can select their desired language, English is the default language as always.
Admin can choose what languages to install (one click installation) so obviously the ones that are available for members.
Languages can be selected by any visitor of the web site, members or no, if the language is installed that language could be selected.
If a member have selected his or her prefered language the language will remain selected the next time their login into their respective accounts.
