The forum management page is visible to anyone who accesses it directly. For an example, visit: http://www.boonex.us/forum/?action=goto&manage_forum=1.
Only an administrator can use the available options on the page (for everyone else, they receive no result), but it still should not be visible to everyone. It's like displaying the administration panel to everyone, but not allowing them to click anything.
