Forum Language is not default site language

I have translated forum into Turkish. It works well except for forums. In some browsers the forum language is still in English. Is there a way to make forum default language for all browsers in Turkish?

Forum takes default language of your site. 

Make sure that forum language file is available and forum language is compiled. 

Please note that forum language files and files compilation process is different than in other Dolphin modules.
