Files Download, Don't want save file to computer..

Is there a way that I can control the download of files so that the member can view the file download only and not save it to their computer?  Using Internet Explorer, the member is given the option of open or save.  Using Google Chrome, the file is saved to the computer automatically and doesnt give the member the option of just viewing it.  I'd like to totally elimante the choice of saving the file if I can.  Thanks in advance for the help.

this is not your problem but the browser it self.

by default ie and firefox tell the user what to do with the downloadable file, but not with chrome

WebKit-based browsers will simply download the file instead of asking the user. There's nothing you can change on your site's end.
