Error 404 - The Webpage cannot be found

Hi All! I am all new to this... Trying to install Dolphin I am following the instructions. I uploaded all folders and files to the root directory of my site and then go to the web explorer and install it and when i done i get the following message Warning: file_exists() [function.file-exists]: open_basedir restriction in effect.
