Enable Photos / Videos by Admi only

Hi, how can I arrange that only admins can enable uploadet photos, videos and suggestions for user groups by users??? When I try to disable -Enable auto-activation for gallery photos- and press -save changes- the box is still market as enabled!!!!!????? Seems Dolphin dont like to check or uncheck my former settings?!?!? :( best regards Daniel
