Edit links.php

I just need to know how to change the links listed on the links.php page.  I tried looking through the language settings but I didn't find where to put links in.  I did do a search but the combined links and php turned up about ohhhh a billion pages not solving the problem.  Thanks!

Log into admin panel => Tools => Links Page
