Download Optional

I'd like to set when downloads are enabled that each user has the right to CHOOSE via check box when editing or when submitting a file, if it can be download by the public. Basically it would show or hide the download button. I imagine you can simply take this same function that already is implemented such as how admins can already do so and just add it to the coding for the song/album submit/edit functions.
