Can dolphin 7.0 be shifted from one domain to another domain or this scenario would require fresh installation on new domain?

Yes it can be changed. You just have to edit inc/header.inc.php to change the domain name. Then clear the dolphin cache.

what about database settings? I want to associate dolphin to new database. How to accomplish that

Our version of dolphin (v 7.0.9). I want to proceed with fresh installation on new domain but under the same license. Unfortunately old installation is not working properly. I will then upgrade it to new version.  Can I have fresh installation files of dolphin version 7.0.9

And to answer your question about the database settings, they are also in /inc/header.inc.php. Clear the cache after any changes.
