Dolphin 7 CSS Files

Hey Guys,

Can anyone give me the relationship between the php files and the css files?  There is a base/css/ directory that has css files in it...  But when I change them and go back to the website, nothing happens.

I know there is a cache_public that writes a temp css file (not even sure why this is done) but I can't figure out how to get it to update the cahced version of the css?

Go into Admin >Advanced Settings and turn off all the caching, or else it will drive you nuts trying to make style changes and trying to see the results of your changes,
