If modules bought FOR a site, can be sold off with a site?

Since the licensing terms for all the modules I've seen state that the module is for use on a single domain, and say nothing about who owns the domain, my interpretation would be yes they could.... as long as you didn't use them again on a different site without purchasing t hem again.
