Desktop App issue

I noticed an issue with the dekstop app and I don't know if it can be addressed.  Currently the software has been fixed to where members who have permission to IM cannot use the online tools to contact those users who do not have permission.  I see on the desktop app that it list everyone line and gives the option to attempt to chat with anyone.  Is there any way to fix it to follow the same site rules so that the chat icon for users who do not have permission to chat is not shown.  This prevents instances  where chats go unanswered because the user using the desktop chat application doesn't know the receiving user cannot use chat on the site.

2nd issue: the installer only offers to put the desktop app on the desktop, what happens if the user says no to the desktop icon?  where can they go to launch the application as no separate folder exist to allow for traditional launch.
