Default privacy: Simple msnger privacy don't work

If a person want to choose if some can contact him and he tries to change the privacy form default privacy group, it won't work. It only works from setting > who can contact you block. So as this option in default privacy group is useless. Is there a way to remove it from the rest of the privacy group?
