I believe he means file size limits.

You can make a php.ini and put it into your root folder with the size limits.  file_upload_max= 30M and post_max_size=40m.

I would like to make a limit on files size or upload size limit for the user. Here, I do not see this.

Your file upload restrictions are host based not dolphin based. Some hosts will give you the option to increase file size limits by modifying the php.ini file with the code mauricecano provided.  I have heard though, that some people trying to upload 100+ MB videos tend to lockup the browser.

Dolphin does not have file size restrictions.
