Controlling Ray Chat?

I am running Dolphin 6.1 and Ray Chat... is there way to configure the chatroom where the admin is the only person that can 1) create chat rooms and 2) delete chat rooms -- essentially all functions other than chatting in the rooms.

Admin can delete rooms and create - but there is no setting which will deny users from creating rooms.

Any chance of that functionality being built into the chat application any time soon?  I dont want my site users to have the ability to create rooms when they feel like it - I want to provide them with a fixed number of rooms and they can chat in those rooms. I definitely dont want them to have the ability to just delete a chat room when they want to....  If not, then I'm going to have to go through the hassle of getting rid of Ray Chat and integrating a new chat application into my site.

Also - is there anyway to edit the Ray Chat 'About' and the other text that appears on the Help page?
