Change default privacy settings in sites module

I am jerking around with my D7.09 site tonight and would like to change the privacy settings in the sites module.  I have three privacy groups set up.  Public, Members and Associates (friends).  At the bottom of the "Add Site" form, there are three options:

View Site

Allow to view and post comments:

Allow rating:

Right now the default for these three options is set to "public".  I would like to set this to "members".   Does anyone know how?  I have done a search and can't find it.

This is one of the gotcha areas of Dolphin.  This will have you cussing the cat and kicking the dog.  Look back through the discussions on this and you will see what I mean.

No, I don't.  I would have to search though the postings.  I am not sure if a definitive answer was ever given.  I know if there was I overlooked it.

What is needed is a true method of setting default privacy in the backend for each module/section that uses privacy settings.  These are stored in the database and looked up when generating the privacy drop-down list.

There are default privacy settings that members can set if one enables the default groups things in the backend, but no place that I know of where the admin can set the default privacy settings.  Why not?  If it there for members, why not for admins when we don't want the members to have the control, we want to set the default privacy level for content.

I found a few others - none for the sites module but HL at least described the problem.  @Geekgirl -  I see you touched in the famous "null" issues.  Did they ever fix that is search?  Probably not, if you have two dropdowns in a search it won't work because it is impossible to make one if the "null".  Worked fine in D6 - then Boonex explained that they "forgot" some code or something when they built D7 and have promised it for every version since. 

 Classic Boonex - you find something that you think will really improve your site, and you find that a critical function is broken.  So you go to fix that broken thing, and then you find there is another broken thing you must fix first.  Soon, like a lobster gradually boiled to death you find that you are no longer building your community - you are trying to make Dolphin work instead. 

ok, got off on a tangent here.  Probably no "fixes" - that is too high a bar here - but any workarounds?   This doesn't seem like it should be such a big issue.
