Cannot set privacy on profile blocks anymore

For some reason, I can no longer set the privacy on the profile blocks. It lets you chose what membership group can view the block ok, it's just it doesn't actually set the privacy, anyone can still see the block. I've recently moved to another server, and don't know if this has something to do with it. Does anyone have any idea what would cause this?

Feelin' like a big dummy, the test account I was using, I forgot I had set admin status to, that's why I could still see the blocks.
